I've spent time with Democrats and Republicans in the same room who are working together on this issue of performance management and what works and evidence-based approach to legislation. But at the same time, this is very, very hard work. You think about some of the programs that have been funded by Congress over years, over decades. They're very, very popular programs. Some of them are highly effective; some of them are getting the results that we want, but not all of them. I think as a legislator it's often hard to confront those issues. But at the same time, if we're providing them with evidence—if we're providing them with information that says what works and what doesn't, we've also seen people take that evidence and make some of the tough decisions, make smart tactical decisions, recognizing that we don't have unlimited dollars and we have to use the public resources—the public purse—in the most efficient and effective way.
